In Nigeria there is a Federal Civil Service Commission, Independent National Electoral Commission, National Security Council and Police Service. They are federal executive bodies created by the constitution of the Federal Republic of Nigeria.
The quorum (number of members that must be present before meetings and decisions can be held) for each of the bodies is not less than one-third of the total number of members of that body at the date of the meeting.
Until there is quorum such bodies cannot hold meetings and take decisions.
Note that this is a constitutional provision and cannot be waived, changed, altered or varied by any person, member, government or law. It can only be changed through amendment of constitution of the Federal Republic of Nigeria.
