Nigeria has a federal law (Quarantine Act) for prevention and management of dangerous infectious diseases, like COVID-19. The law was made in 1929 and provides duties of separate stakeholders in the prevention and management of public health crisis. Personal Protective Equipment (PPE) and other sanitary equipment are greatly needed in fighting the COVID-19 pandemic. The Quarantine Act provides the two (2) stakeholders that must provide all needed sanitary stations and equipment for fighting dangerous infectious diseases.

It is the duty of the President of Nigeria and within each state, the Governor of the state, to provide sanitary stations (Isolation centers) and medical stores/warehouse as well as supply necessary sanitary equipment. So, both Federal and State governments share this responsibility, it is not a favour but a statutory obligation.
