The Rivers State High Court (Civil Procedure) Rules, 2023 regulate the commencement, management, hearing, and determination of civil proceedings and were introduced to modernise civil justice administration by promoting efficient, timely, and cost-effective resolution of disputes within the jurisdiction of the High Court.

The principal objectives of the Rules are to ensure the just, speedy, efficient, and inexpensive determination of civil cases, encourage active judicial case management, reduce delays in litigation, promote compliance with procedural requirements, and facilitate the use of modern case management techniques where appropriate. The Rules apply to all civil proceedings before the High Court except where otherwise provided by law.
